Summary

Tracking content that remains tier 0 (no mutations) after the BC/WotLK outdoor + 5-man SQL pass (2026_07_08_00_bc_wotlk_zone_distribution.sql).

Related: vanilla pass (2026_07_07_00_vanilla_zone_distribution.sql) already tiers 38 EK/Kalimdor outdoor zones and 16 vanilla 5-man dungeons.

Unlisted zones/maps resolve to baseTier = 0 → ResolveMutationContext() skips mutation rolls.

  • PvP opt-in difficulty keys (see DIFFICULTY_MODULE_BLUEPRINT.md Phase 4)
  • Extend HpCeiling.T6–T9 config if HP curve plateaus at T5 ceiling for tier 6+ zones
  • ZONE_TIER_REFERENCE.md exclusions section update per pass
